I have been Testing ClassIV vehicles for 12 years, and test a lot of cars 5 or more years old, to change a safey test to 2 years is ridiculous.
Most vehicles of this age have Advisories which need attention soon, and approx. 40% fail on one or more items.
I tested 4 cars today, A 56reg Mazda (36K), failed on both rear tyres below 1.6mm,(nearside had cords showing, a 54reg Smart car, Nearside door not opening from outside(a child seat was fitted to passenger seat!!!) nearside dip not working, washers not working, offside stop light not woking and nearside front tyre below 1.6mm,, an 56 reg Astra, both wipers not clearing screen (drivers was totally useless),, and an Nissan Almera, nearside rear tyre Lump in tread caused by partial seperation of carcass, dangerous defect.
So 4 out of 4 failures.
People are not maintaining there cars during the year and just do the absolute minimum repairs to get an MOT for legal purposes, the advisories rarely get fixed until they break or the next annual test.
Just imagine those advisories if left for 2 years, motoring will be an unsafe lottery
