I have tried by hinting here...But alas to no avail..........AS Long as the TYRE size is correct there is NO reason for rejection on the roadwheel in this case...Wheel's with tyres if the same size are a Pass and of course Advise..

Offset is NOT even mentioned in the Bible Baldstumpy...;).

LMAO......Very Good ;).........I was referring to being Measured in a Test/Retest scenario....Ie non removal of wheels.

Maybe the garage assumed (wrongly?) that the spare wheel is a spacesaver. If its not, and, as Rocky says the tyre is the same size, then you will be OK.
