What are the terms and conditions on the certificate?

Normally planning permission for the premises to be used as a garage from the council is what you require?

VOSA I think normally look for the permission for you to use the premises from a landlord if you don't own it outright. Planning permission VOSA may not be involved in. Check the mot testing guide for clarification on VOSA website.

Can the council object after Vosa approval?
