Thanks its a UK car and like you say its from date of first use ..
I noticed mounts on the seat but I did not look for a top mount .
This may get interesting on the 're test as he says he is not fitting belts .
I tried explaining I had to fit washers to my 1959 import to pass its mot even though it never had them .

Testers manual section 5.1
Cars first used after 1st January 1965
That car requires a seat belt that restrains the upper part of the body to fitted to the drivers and specified front passenger seat.

So you are correct, yes.

Unless it's an import and was originally on the road before 1965, but that is for the presenter to prove that to you.

just had a 1968 porch in for mot the customer is not happy because I failed it for no front seat belts
he says its never had any belts and its always passed.
I am 100% sure I am right can any one confirm thanks.
