They rotate at a speed equivalent to about 5kPH. However it's the effort used to slow them down that's measured.

The rollers are freewheeling & vehicle itself is in a static condition, you apply the brakes, the brake tester measures the brake effort applied normally in kilograms.

Bit of a contradiction as a rolling road is used for tuners and mappers for cars, bikes, motorsport, racing and performance vehicles ... not sure it would apply to a vehicle that drives on the public roadway at a maximum speed of 25km/hr. Less you mean a roller brake tester or decelormeter?
