Trade body reinforces importance of 3-1-1 MOT as figures show rise in failure rates. Over 10M cars failed in the year beginning May 2018, compared to 7.3M during 2017. The Vehicle and Operator Services Agency (VOSA) - the body responsible for MoTs in the UK – was merged with the Driving Standards Agency (DSA) in 2014 in a bid to improve efficiency. Maintain the current first MOT date for cars at three years. Petition was closed due to General Election. May issue of MOT Testing Magazine the new Ministers at the Department for Transport must junk this dangerous and now 'dated' policy to reduce MOT Testing.

its got to be that they tell us what recalls are outstanding for the motor being tested on our inspection sheet. MOT testers will be expected to inform drivers if their vehicle is subject to a safety recall...reads like its going to be our responsibility!!

we were promised safety recall information on comp 1 circa 2005,it never happened.the current system has been in a couple of years now,still hasn't happened.are they gonna base these recalls we are supposed to notify without telling us what they actually are?are they gonna base the common defects on information from legit stations or are the pass no advise brigade providing the information?

Gareth Llewellyn, chief executive of the DVSA, said that the failure rate was far too high. “There are 29 million cars coming in for testing every year, but 37 per cent of them fail. Those vehicles were unsafe to drive before they came in for testing,†he said. The DVSA will introduce vehicle-specific information on to the test certificate issued to drivers after vehicles have been approved. This will warn car owners which parts are most likely to fail over the following 12 months. The DVSA will calculate the probability using data gathered on each make, model and year of manufacture. The expectation is that motorists will use it to keep a closer check on common problems. Mr Llewellyn said: “When you take your car in, irrespective of whether it passes or fails, you will get information about the sort of things that we, as an organisation, know about your type of vehicle and what you should keep an eye on for the next 12 months. It could be brake components, it could be steering, it could be lights. We know how frequently all of those things fail.†It comes after criticism of government plans unveiled this year to exempt new cars from MOTs for four years rather than three. Motoring groups said that the proposal could lead to a rise in accidents. MOT testers will be expected to inform drivers if their vehicle is subject to a safety recall, after concerns over the high number of car owners who fail to abide by them voluntarily. Mr Llewellyn also revealed a crackdown on fraudulent MOT testers who sign off vehicles as safe without properly examining them. He said that a fraud unit had been given additional resources, allowing it to step up surveillance of garages and carry out mystery shopper-style exercises.

The Retail Motor Industry Federation (RMI) is concerned that a new ‘4-1-1’ system would severely jeopardise road safety in the UK. Increased mileages in new cars, combined with a popular belief among consumers that new cars are more reliable, has led to lower driver awareness of the condition of their vehicle, particularly the tyres. Compounding this with the poor state of many UK roads means that an extension would result in more road related injuries and fatal accidents. This does not mean that nothing at all is changing. It is possible that interventions and improvements (e.g. in vehicle technology or medical care) are saving more lives, yet these savings are being offset elsewhere – for instance, in the increase in traffic volumes, or in more vulnerable road users [RANT ON] Extending new vehicles' first MOT from 3 years to 4 years The Wider Road Safety Context 3.11 In 1970, soon after the requirement for an MOT test at three years had been introduced in 1967, 7,499 people were reported as being killed on Great Britain’s roads. On the report we are forth behind Norway, Malta and Sweden when it comes to the least road deaths per million in inhabitants.
