said red spot unkown? but further it once was a.. brake disc or drum in such a condition that it is seriously weekend or insecure = fail its now.. significantly and obviously worn = a major fail insecure, fractured or otherwise likely to fail = a dangerous fail ditto current regs are.. subjective & they are gonna vary from tester to tester

they dont give us a set limit for bind,we are supposed to use our judgement, personally i fail em if i can see a significant bind in the rollers and when its at the extent that i can no longer turn the wheel to assess the bearing/hub/tyre etc, discs are supposed to be worn to the point that they look about to break(no pun intended)otherwise we are supposed to advise em.lip?corrosion?utterly irrelevant to us.your red spot?not a clue, cant see it.as all the above are subjective they are gonna vary from tester to tester which is probably why no one on here can make that call for you.

Brake disc - significantly and obviously worn ,opinions what you class it a fail i.e huge lip or heavy corrosion on face.
